Government Assistance

In addition to our basic service, Randolph offers assistance through federal Lifeline and Link-Up America programs for those who qualify. Randolph is not responsible for determining who qualifies for or who will receive assistance from these programs. Customers must meet specific, pre-determined regulations in order to obtain local telephone assistance through Randolph Telephone Company. Qualifying is wholly dependent upon these guidelines. Customers must fill out standard forms, as required by law, to find out whether they qualify for either Lifeline or Link-Up America assistance.

Link-Up America

Link-Up America is available to qualified residential customers only. If you qualify for Link-Up America, you will receive a 50% discount off the regular one-time installation charge to connect telephone service at your home.

Lifeline Service

Lifeline Service is available to qualified residential customers to assist with their monthly local dial tone service. If you qualify for Lifeline Service, you will automatically receive a monthly reduction of $13.50 off your telephone bill.

How to Apply for these Programs?

If you do not have service and want to apply for both Link-Up and Lifeline:

  • Contact the local telephone company and place an application for service.
  • See the appropriate agency - either the Department of Social Services or the Social Security Administration - for a Link-Up application form and for approval.
  • Once the form is completed by the agency, the agency will mail the form to your service telephone company.
  • Your service will be installed when your telephone company receives the approved form. At that time, the credit for Link-Up will be applied and the monthly Lifeline discount will begin. If you request service to be installed before the approved form is received, the service will be provided without the Link-Up credit. Your monthly Lifeline discount will begin only when the approved form has been received.

If you have service and want to apply for the Lifeline discount:

  • Contact the appropriate agency - either the Department of Social Services or the Social Security Administration.
  • The Social Services caseworker or the SSA representative will complete the Lifeline form for you and mail it to the local telephone company.
  • When the telephone company receives the approved application, the discount for the Lifeline will begin.

Call your Social Services Caseworker or your SSA representative for more information about these programs.
